ICE stands for In Case of Emergency.  The ICE program was reportedly started in the UK by a Paramedic that encouraged cell phone providers to program their cellular phones with a set of emergency contacts, which would provide emergency responders information on next of kin of a patient to notify in the case that the patient could not speak for themselves. Emergency responders would be able to inform the ICE contacts that an incident had occurred and could potentially gain more information about the patient.
